Financing the September 11th Attacks

The financing of the September 11th attacks remains a complex and debated topic. While the 9/11 Commission Report provided the most comprehensive account, questions and controversies persist. The report concluded that the attacks cost between $400,000 and $500,000 to execute, a surprisingly small sum considering the scale of the devastation.

The primary source of funding was al-Qaeda’s network. Khalid Sheikh Mohammed (KSM), the principal architect of the attacks, secured seed money from al-Qaeda’s leadership. This money was then distributed to the hijackers through a complex web of financial transactions designed to obscure the source and destination of the funds.

A key figure in moving the money was Mustafa al-Hawsawi, who acted as the finance manager. He facilitated the flow of funds to the hijackers, often using wire transfers and traveler’s checks. Many of these transactions went through banks in the United Arab Emirates and Germany, highlighting the international nature of al-Qaeda’s financial network. Some hijackers also opened bank accounts in the United States using their real names, a surprising lapse in security that aided investigators after the attacks.

The hijackers used the money for various expenses, including flight training, travel, accommodation, and living expenses in the United States. The 9/11 Commission Report detailed how they purchased airline tickets, rented apartments, and acquired identification documents. They lived relatively frugally, minimizing their expenses to avoid attracting attention.

Following the attacks, extensive investigations were launched to trace the flow of funds and identify those involved in financing the operation. These investigations revealed a sophisticated network of financial facilitators and front organizations that supported al-Qaeda’s activities. Various anti-money laundering measures were implemented and strengthened globally as a direct consequence of the 9/11 attacks.

Despite the Commission’s findings, some conspiracy theories persist, suggesting that the true source of funding remains unknown or that state actors may have been involved. However, no credible evidence has emerged to support these claims. The established narrative, based on extensive documentary evidence and witness testimony, points to al-Qaeda’s network as the primary source of funding, orchestrated by KSM and facilitated by individuals like Mustafa al-Hawsawi. The relatively low cost of the attacks underscored the organization’s ability to leverage existing resources and utilize simple financial methods to achieve catastrophic results.
